Definition

A chief data officer, or CDO, is the senior executive responsible for how a business manages and uses its data. The CDO owns data strategy, governance, quality and analytics, makes sure data is used lawfully and securely, and turns it into insight and AI capabilities that improve decisions and performance.

What the role covers

The CDO treats data as a business asset. Responsibilities include the data strategy, data governance and ownership, data quality, the data platform and architecture, reporting and analytics, and the foundations needed for machine learning and AI.

The CDO also works with legal and security leaders so that personal data is handled in line with UK GDPR and the Data Protection Act 2018.

How it works in a UK business

Dedicated CDOs are still uncommon in UK SMEs, where data often sits with finance, IT or a single analyst. The role is growing in mid-market and investor-backed businesses that want reliable reporting, a single version of the truth and practical AI adoption.

A CDO often works alongside, or combines with, a chief AI officer, since AI depends on well-governed data.

The fractional option

Most growing businesses need data leadership to build foundations and a roadmap rather than a permanent executive. A fractional data and AI director provides this part-time. Leadership Services provides fractional data and AI directors from its bench of senior directors, from £1,795 per month.

Frequently asked questions

What is the difference between a chief data officer and a chief AI officer?

A chief data officer is responsible for data as a whole: strategy, governance, quality, platforms and analytics. A chief AI officer focuses on how AI is adopted, governed and turned into value. Because AI depends on good data, the roles overlap, and smaller businesses often combine them.

Does a small business need a chief data officer?

Rarely full-time. But if reporting is unreliable, data is spread across disconnected systems, or the business wants to use AI seriously, senior data leadership pays off quickly. A part-time or fractional arrangement is often the right first step. The right timing depends on the growth plan and on how much of the leadership load the founder can realistically carry.
