Definition

Shadow AI is the use of artificial intelligence tools, such as public chatbots, AI writing assistants or AI features in everyday apps, by employees without the knowledge or approval of their organisation's IT or leadership team. It creates risks around data leakage, confidentiality, accuracy, intellectual property and regulatory compliance.

What it means

Shadow AI is the AI-era version of shadow IT. Staff usually adopt these tools with good intentions, to save time drafting, summarising or analysing. The problem is lack of visibility: the business does not know what data is being shared, where it is stored or whether outputs are checked.

Customer data, financial information or confidential documents pasted into a consumer AI tool may be retained or used outside the organisation's control.

How it works in a UK business

Banning AI rarely works and tends to push use further out of sight. A better approach is to discover what tools are being used, provide approved alternatives with appropriate data protection terms, publish a clear acceptable use policy and train staff on what data must never be shared.

Shadow AI should be tackled as part of wider AI governance, with technical controls added where risk is high.

Frequently asked questions

Why is shadow AI a risk?

Because the organisation cannot control what it cannot see. Staff may share personal or confidential data with tools that retain it, rely on inaccurate outputs or breach client contracts. Where personal data is involved, the business remains responsible under UK GDPR, even if an employee used an unapproved tool.

How do you reduce shadow AI?

Start by finding out which AI tools staff already use, ideally through an amnesty-style survey plus technical discovery. Then offer approved tools that meet staff needs, set a clear policy on acceptable data, train people and review use regularly. Making the safe route the easy route is more effective than bans.
