What Our Director Did
Assess The Health Of The Programme
The programme had spent 40% of the budget for the project already and hadn’t delivered any live services. The Director reviewed the goals, as well as the progress and governance of the programme with the companies Finance and IT teams. This involved looking at benchmarks across the sector to provide a top to bottom estimate, as well as looking at a full bottom-up to explore the opportunities.
Conclusion Of The Review
After reviewing the business case it was evident there were numerous delivery costs missing from the business case and a number of overly optimistic benefits in the business case. In addition, the wider business did not align with the programme, and significant governance issues impacted the programme’s delivery. After reviewing the findings and exploring options with the executive team, they devised a new plan.
Focus On Foundations And Security
The IT Director developed a transitional plan to allow the benefits to be realised at minimal cost, including critical work to shore up the security of the operation and lay the foundation for the incoming permanent CIO.
The programme was reformed and the remaining budget of £10m was placed on hold whilst a number of smaller no-regret projects were commissioned to deliver a more stable IT business operation. Work to define the wider IT strategy was started to ensure future plans were better aligned to the business strategy.
